Accreditation & Compliance

EMO (Electricity Metering Operative)

Electricity Metering Operative accreditation allows organisations to install, replace, repair, and maintain electricity metering equipment under the REC.

What is an EMO?

An Electricity Metering Operative (EMO) is an entity approved under the REC Metering Accreditation Schedule to perform physical metering work including installation, replacement, repair, and maintenance of electricity meters.

EMO vs MOP/MEM

RoleScope
MEMMetering Equipment Manager - owns/manages meters
MOPMeter Operator - appointed by supplier
EMOPerforms the physical metering work

A MOP/MEM can either be EMO-qualified themselves or contract with a third-party EMO.

EMO and SIP

To become a Safe Isolation Provider (SIP), an organisation must:

  • Hold REC accreditation as a MEM
  • Be qualified as an EMO under CoMCoP
  • Have capability for de-energisation and re-energisation work

If an organisation wishes to perform physical SIP work itself, it needs EMO accreditation. Otherwise, it can instruct a third-party EMO.

EMO Accreditation Requirements

EMO qualification requires:

  1. Demonstrating competence under CoMCoP (Consolidated Metering Code of Practice)
  2. Ability to perform meter installations, exchanges, and removals
  3. Training and certification for electrical safety
  4. Registration through the REC Portal

Scope of EMO Work

EMOs are qualified to:

  • Install new electricity meters
  • Exchange or replace faulty meters
  • Perform meter maintenance and repairs
  • De-energise and re-energise supplies (with SIP)
  • Handle Whole Current Meters (domestic and non-domestic)
